The first thing you'll need to do is create a virtual hard disk. Because Windows 95 is a fat16 OS you can only have 2GB max partitions.

My experience with using Qemu to run Windows 95. Please read all notes below before trying any of this. The result is basic working installation of Windows 95.

This version of Windows 95 is preconfigured to run in UTM. UTM is based on qemu, so it should also work in that if configured correctly.

At the end of installation, press Finish then OK . System will restart and simply just close qemu and proceed to next step.
